What is an FLL license in Pakistan?

A Fixed Local Loop (FLL) licence is issued by PTA for providing fixed-line telecom services, voice and data, within one telecom region using a medium other than wireless, such as fibre. It's a regional licence for operators who want to build and run their own access network.

Before you apply: what to have in place

A strong application starts with a few basics. If any of these aren't ready yet, that's fine.
We'll help you plan each one on your first call.

A private limited company.

Registered with SECP, with its core documents in order. A region. The telecom region where you plan to operate.

Experienced key people.

Management with telecom qualifications and experience. PTA looks for a minimum level of experience among your key personnel.

A network plan.

How your fixed-line or fibre network will be built, including where your first network connection point will go.

Funding.

Enough committed funds to cover your project, initial licence fee and early operations.

A rollout view.

A realistic timeline to get from licence to commencement certificate.

Data security awareness.

A plan for meeting PTA's security regulations.

One. Each FLL licence covers a single telecom region, so you apply separately for each region you want. PTA has 14 regions in Pakistan, two in AJ&K and one in Gilgit-Baltistan.

According to PTA's published guidance, applications are being accepted for all regions. We confirm current status before you commit.

Twenty years.

PTA's published fee schedule lists a USD 500 application processing fee and a USD 10,000 initial licence fee per region, payable in the equivalent amount of Pakistani rupees, plus an annual licence fee of 0.5% of annual gross revenue. Fees can change, so we confirm current figures for you.

PTA says evaluation takes roughly two to three weeks once it has received all documents. In practice the total time depends on how complete your file is, so we give you a realistic estimate after reviewing your case.

PTA advises existing Class Licensees for Data (Internet Services) to obtain an FLL licence when upgrading or renewing. We can help you weigh up what that means for your business.
